Action Implementation Period: 05.12.2005 – 05.04.2007
Objectives of the Action: Monitoring budgets of all five municipalities of Adjara region (Khulo, Shuakhevi, Keda, Khelvachauri and Kobuleti);
1. Reaching accordance between budget and budgetary processes to the valid law;
2. Enhancing district population knowledge level regarding to budgets and budgetary processes in all appropriate regions;
3. Increasing population participation level in budgetary processes and monitoring the reserve fund;
4. Revealing corruption mechanisms and facts and fighting against them;
5. Increasing the accountability level of local self-government bodies;
6. Promoting anti-corruption climate creation in society.
Results of the Action:
The following sustainable progress was achieved in target groups of the action as a result of the action implementation:
1. Recent budgetary processes (drawing, approving and managing the budget) in Khulo, Keda, Shuakhevi, Khelvachauri and Kobuleti became more transparent.
2. Feedback mechanisms were created between municipality Sakrebulos (Representative Body of Self-government) Gamgeobas (Executive Body of Self-government) and citizens;
3. New legal basis was created, recent budgetary processes were regulated;
4. Effective methods for budgetary fund controlling and management were improved;
5. Existing corruption mechanisms were destroyed;
6. The role of local NGOs (third sector) was increased in budgetary processes;
7. The mechanisms of population co-participation in budgetary processes were developed;
Civil activities and their influence to local self-government bodies were increased.
