Enhancement of participation level of community population in  all five municipalities of Adjara region in self-government processes; promotion of dialogue between self-government bodies and community population and development of practical collaboration forms. Enhancement of dialogue between Sakrebulo members and population and promotion to developing culture of inter-relations. 

Objectives of the Action:

1.      Community population mobilization, revealing active part of population and providing their participation in identification process of community needs and constraints;

2.      Unifying representatives of initiative groups, Majoritarian members of Sakrebulo (Representative Body of self-government), community proxies and “Intellect” experts for elaboration of target program regarding to all identified problems;

3.      Organizing public discussions in Sakrebulos and Gamgeobas (Executive Body of Self-government), advocacy for their participation in municipal budget formation processes.

Results of the Action  :

Strong institutions in the form of Initiative groups and Community Unions will be created in all five municipalities of Adjara region in the limits of the project. Those institutions will be focused on solution of problems locally. Sakrebulo members and specialists of Gamgeoba received practical experience on the questions of public relations, communication and dialogue with them, discussing important issues of communities, classification of problems and developing target programs. Target programs were elaborated for 63 municipalities in the limits of the project.
